XP3200+ 2.25Ghz showing variable CPU speeds

My brother and I have been working on his computer lately and he just received an Athlon XP3200+ which, installed, is showing variable speeds anywhere from 1.1Ghz to 1.6Ghz (none of which equal the 2.25 the processor is supposed to carry). What could be causing this problem? He's running a Athlon XP3200+ on a MSI KT6V with GeIL Ultra-X DDR400 with a Radeon 9000 on Windows XP Pro SP2.

Can anyone help us out?

have you got some sort of cool and quite kicking in, the tech usaully works so that it will only run at higher or highest speeds when it has to, therefore not always running at the full speed

WHAT are you using to obtain the clock speed? Is this the speed indicated in BIOS, the speed displayed in System Properties in Windows, or some 3rd party utility?

Are you certain your motherboard supports a 400 Mhz FSB or that it supports that CPU?

there is no cool and quiet on the KT6V that we know of. also the speed we show is shown both thru Windows and SiSandra. we didn't see a way to check via the BIOS our CPU's clock speed. the mobo does the CPU however (uses a FSB 400 CPU and XP cpus). on startup idle temp ranged from 54-60.

check using CPU-z this tells all .. it will tell you all the info you need to know with regards to specs (ram, CPU multi being run, dividers being used etc etc) ... then post the back .. i wasn't to sure bout the C&Q on those chips but anyway you know for sure that thats not it
