XP taskbar has momentary lockups?

Situation:
I have been using WindowsXP Pro for almost a year now, I think. My problem has been there ever since I started using XP. I've reformatted my hard disk 2 times since starting to use XP.

System:
Tbird 1.4ghz
256MB Ram
IBM Deskstar 40gb HDD
K7S5A Mobo
Radeon8500LE
SBLive5.1

Problem:
Quite often while I'm using my computer, no matter what I'm doing, my taskbar just freezes. I can't press any buttons on it, but things like flashing buttons will still flash and buttons that are "pressed down" will remain that way. If I press some of the buttons, it does those actions after the taskbar unfreezes. When it's frozen, I can use everything else just fine, and alt+tab between programs. The ammount of time it stops varies sometimes, but it's usually about 15-30 seconds, I'd say. I have all the windows update patches and everything, and all updated drivers.

Generally, you'll see this if you have a misbahaved application which is not properly responding to broadcast messages. Can you trim down some of your background apps and see if you can if removing a specific one 'cures' this?

Have you tried turning off "system restore" and/or "automatic updates"? Seems to me there has been talk of these causing those very same "freeze-up" symptoms.
