XP Refresh Rate Problem with Games

I'm running a dell comp with a p3 450, 448 ram, geforce2 mx400 64ram, Hitachi Cm751 monitor, and windowns XP.
Problem is whenever I load up a game such as Diablo II or Everquest my refresh rate drops dramatically to like 60hz from 100hz
even at same resolution as desktop.
Any help could be appreciated thanks.
