XP Pro SP-1, DLL Init Failure - User Control in Control Panel

I have XP Pro SP-1 and when I click "Change the Way users Log on or Off" under User Control in the Control Panel, I get an error message:

"A dynamic link library (DLL) initialization routine failed"

Upon clearing the message, I can check/uncheck the Welcome screen option or the Fast User Switching but it can never apply my settings.

Which DLL is it loading during this routine? I have another PC with XP Pro SP-1 where I can copy over the DLL if this DLL happens to be corrupt.

Any help woould be appreciated, thanks!

Unfortunately it didn't work. I let it do its thing, rebooted, and the message still pops up.
I have a lot of programs that require reg keys based on system install, so if I re-install, I have to get new keys and many vendors don't like that.
