XP Modem problem

I am having a problem with a PCTel PCI Modem in XP. Modem is recognized and I can talk to the modem using the XP Diag window on the Modem properties dialog. But, the modem will not go off hook, it says there is No Dialtone, but one exists. This happens in 2 houses with 2 different tel #'s, in fact it is in 2 different states... Any ideas?

I am also having trouble with my backup PC-Tel modem in XP. It connects to MSN, but when I try to connect to my AOL account it gives me an error stating that AOL faild to respond proporly while requesting network attention. This dosent happen when I use my USR Hardware modem

Call waiting on 1 line not on the other... Could not be that anyhow, as XP will not even detect a Dialtone...

Having similar problem with my Lucent Win Modem. Have reinstall my modem whenever I want to dial-up to either a client or get on the internet. Rather annoying to have to uninstall it everytime I shutdown my PC and hope it detects it when I boot back up. Tried installing updated drivers to no avail and still trying to track down a viable solution without having to buy another piece of hardware just to appease XP.
