XP external drive spindown/sleep

My turn to ask a question! I've not been able to get my Lacie external drives to respect the drive spin down power management in XP. Doing some research, this seems to be a common issue on external drives (I called Lacie, all they said is 'most user don't want them to turn off').

Does anyone know of a tweak, setting, or thirtparty utility that will force external USB/FW drives to sleep under XP?
