XP desktop blue screen error will not boot

Have a dell 4600 desktop running XP. Last week after a reboot it would not boot normally and has a blue screen with the following message

A problem has been detected and windows has been shut down to prevent damage
to your computer. If this is the first time youve seen this stop error
screen, restart your computer. If this screen appears again, follow these
steps:

Check for viruses on your computer. Remove any newly installed harddrives or
harddrive controllers. check your harddrive to make sure it is properly
configured and terminated. Run CHKDSK /F to check for hardrive corruption,
and then restart your computer.

I ran the chkdsk /r from the dell windows installation disk. Ran fine without any errors

Rebooted the machine again and at the prompt selected to boot from the last clean start. It goes back to the blue screen and the error message.

Downloaded Seagate Seatools for DOS and ran the Short Test, Long Test and both completed 100% without any error messages.

Is there anything that I am missing that I should try?
 
Have you tried loading in Safe-Mode? Or system-restoring to the last known good configuration? Lots of things could cause this; corrupted driver, bad memory, viruses, or a bad primary hard drive to name a few.
 
Check your BIOS settings under SATA drives. If it's running in AHCI mode, change it over to ATA (or disable AHCI mode). That looks like a common error on bootup when the mode is set incorrectly. (but it could also be a number of other things, as noted above.)

I tried the last known good config but it went back to the blue screen. Did not try safe mode will give it a shot. If it's bad primary hd I am assuming Seagate tools would have identified the issues correct?

I'll change the mode to ATA and see if it makes a difference.
