Is there a way to limit the overall bandwidth on a machine? I want to limit my roomates pc from taking all the bandwidth. I think there is a registry setting for it, isn't there?

If you have the QoS Packet Scheduler installed on the PC, it limits bandwidth on non-critical networking and overall networking by 10%.

Not that I know of. As previously stated, you either need software to do it, or a router. You can commercially purchase a router that has this feature, or use an old computer to do it. Linux, and Windows Server editions both have programs that can limit bandwith of specific IP's that are having NAT done to them.
