XP and Radeon 7500; TV Out disabled?

A while ago I bought an ATI Radeon 7500 AGP from a member here. I wanted to use the TV Out feature but in XP it's greyed out. I've already tried different TV's and cables but my fvcking vid card won't output to the TV. Even setting my monitor to 800x600 @ 60hz won't work. I've already upgraded to the latest drivers and nothing is working! Should I RMA the card? Or am I too late? Please, any advice is welcomed.
