XP and Internet Explorer

My roommate is having problems with his computer. First, he couldn't open links in new windows in Internet Explorer. IE would basically crash. It would just stay frozen. He uninstalled IE but when he tried to reinstall it, it says there's a newer version on the machine. The IE program files folder is still there and he can open the executable still but he still has the problem of not being able to open links in new windows.
 
Try using Windows Update to bring the machine up to the latest versions/patches/etc.

Also check for virus infection.
 
shouldnt be a virus. he has the latest anti-virus running. yeah. ill tell him to update patches and such. any other ideas?
