XP and Internet Explorer

My roommate is having problems with his computer. First, he couldn't open links in new windows in Internet Explorer. IE would basically crash. It would just stay frozen. He uninstalled IE but when he tried to reinstall it, it says there's a newer version on the machine. The IE program files folder is still there and he can open the executable still but he still has the problem of not being able to open links in new windows.

he'll probably need to obtain IE6 from a free cd or d/loaded from MS!
wonder why he didn't try repairing the previous version!

the os is listed in the title of the the thread, XP. ive never restored software in the add/remove programs panel. i didnt even know that option existed actually.
