XP/98 Boot Error Message

I have dual booting XP/98 for about a year. The majority of time booting to XP however, as of yesterday when I tried to boot to 98 I got a startup error message that said "Insufficient memory to initialize Windows" And says something else like remove startup programs in the config.sys. Then it shuts down before I read the rest. I'm running a P4-1600 and 1500 megs of ram.
 
If you recently increased your RAM to 1.5GB, then that is your problem.

Please read this, and follow the instructions at the bottom for changing Win98's system.ini.
