Just for comparison, I've got a mobile XP 2600+ that is having a hard time running at 12x208 even with 1.85v (+0.4v over the stock voltage of 1.45v). Considering the 3000+ has a stock voltage of 1.65v (I think), you don't have as much headroom as the mobile chips.
Either way, it shouldn't hurt anything to try. With the locked multiplier, you could likely push the FSB a good ways, but that chip just may not be able to handle 200 FSB.
