Xeon E5-1650 V2 Turbo Boost

Hi all, one of my workstations is a HP Z420 with a Xeon E5-1650 V2 @ 3.5 GHz, the CPU specifications show that it should be capable of boosting its frequency to 3.9 GHz for ST operations.
I ran all the benchmarks I could find and I have never seen the clock speed at that level.
In CR15, the frequency while MT is 3.57 GHz and 3.47GHz for the ST test.
Is there something wrong with my CPU or am I missing something about turbo boost?

Try running 2 instances of CPU-Z. One to run the bench, and the other to report the speed. Make sure windows is not in a power saver mode. Don' t run Task manager.

I just did, the multiplier is at 36 (3.59 GHz) for both the MT and ST tests. I have no other application open. Before the test, the CPU use was less than 1% with a clock speed of a bit over 1 GHz.
I searched the BIOS settings and turbo is enabled.

Yes, I guess it is not possible to have ST operations in windows... I was just concerned that something might be wrong with my CPU.
