$99 I think is decent for someone who just wants a cheap Xbox and play some of their exclusives (there are not many of them though). You can expand the storage by 32GB (2x 16GB flash drives) or buy a 250GB hard drive if you want.

The main advantage of the $199 250GB version is just storage space for movies, videos and storing demos. The DVD drive is fast enough to play games directly off the 4GB Xbox.

I agree that $250-300 regular prices are insane though.
