xbox 1 was usb with a different connector. You could literally solder on a usb connector and use them on your pc.
xbox 360 is.... a usb connector.
Can you use a PC USB controller on an Xbox? No. Just because the hardware is the same...doesn't mean the signals are. But I believe it can be done once they are decoded (pretty sure they already have been) and after someone sits down and get's them converted properly. Too much work IMO.

I'm getting a clue you don't really know what you're talking about.. no offense.. but do us all a favor and don't spew crap without knowing, for a fact, that it's true.
I'm assuming that the xbox 360 controller might have some sort of security measure to prevent from being plugged into anything else... okay.. fine... The xbox 1 controller is nothing more than a usb device.. you can plug it into the pc, install drivers and go with it...
now if it's true that the xbox 360 controller has some sort of chip in it that means noone can make a controller but MS... I kind of doubt that.
