originally I had planned to get an X800GTO^2 and OC it to X850XT Levels. However, an X850XT doesn't cost too much moe right now so I will probablu get that instead. But will a Fortran 450W PSU be able to handle that and an OC'd 3800+?
 
Wow, you must've been drunk when writing the topic summary (or tired, i suppose). To the original question, Yes, it'll do fine unless you've got a faulty one of course.
