Yesterday I put together a computer.

Athlong 64 3200+
MSI X800xl video card
Asus A8N-E Motherboard

Today I installed windows and the drivers that came with the parts. In normal windows there are blurry spots at full hardware acceleration. When I reduce it by two notches they mostly go away, but when I open a game, tried it with Morrowind and Splinter Cell: Pandora Tomorrow, there are white flashing dots everywhere on the screen. When I lower the hardware acceleration past the second notch, where direct3d and directdraw accelerators are disabled, neither application will open successfully. I attempted to download new drivers for the vid card, but I dont believe it did anything.
 
Do you have the ability to test it in another machine?

Check the temp using something from Guru3d and see what your temps range. Check it against what websites have for reviews. Or ask back here

Otherwise it might be best to send it back. Overheating (unless you just don't have proper ventiliation in your case) or a bad card...you don't want to keep it.

EDIT: I'd go download new drivers and motherboard drivers also.
