What the heck is throttling anyway?

Also, my +12V rail is going between 11.77 and 11.84. Do I need to worry? My system is very stable and I haven't run into any problems so far.

Throttling helps keep a system from being overloaded. So thermal throttling would equate to helping the CPU keep its temperature within reasonable range. I know higher-end P4s (550/560) actually reduce CPU speed to help lower temperature.
