What are these LEDs you're talking about? Are they on the mobo? If so, does the manual say what they mean, or if not, the manufacturer's website?
 
4 LED = CPU Not detected
3 LED = RAM not detected.

Now on the new power supply, it is
3000+ = 3 Red LED and Long beep
