It's a really really crappy program that automatically gets installed with other programs. It does nothing useful at all and just mucks up your system resources.
I think it has to do with pop-up advertising or maybe logs certain things on your system.

Gator is adware/spyware. Remove it with Ad-Aware at www.lavasoft.nu. You don't want that stuff - it gets piggybacked with other program installations and doesn't originate from microsoft.

Chalk yourself up to clueless.

Gator is a program that looks through online forms and automatically fills in as much information as possible. You set Gator up with your personal info, then if you ever have to order anything online, it fills out pretty much the whole online form - things like name, address, credit card information, phone numbers, account numbers, etc. It's quite usefull if you buy a lot of stuff online. But, unless you're rich and use it on a regular basis, it's quite annoying and gets in the way of quite a bit.

Check your internet options. I know I see popups asking me to install it while I surf the web. Maybe you have install on demand enabled? Would it get installed if you had that on?
