Sale of Exhaust Systems

27150.1. On and after the effective date of regulations and standards adopted by the commissioner pursuant to Section
27150.2, no person engaged in a business which involves the selling of motor vehicle exhaust systems, or parts thereof, including, but not limited to, mufflers, shall offer for sale, sell, or install, a motor vehicle exhaust system, or part thereof, including, but not limited to, a muffler, unless it meets ( )1 those regulations and standards. Motor vehicle exhaust systems or parts thereof include, but are not limited to, nonoriginal exhaust equipment.

i think it means you cant sell/install non-original mufflers on cars, unless they pass some inspection

It just means that you can't have a modified exhaust...

Most cops will just let it go but the ones that are real hardarses will bust you in a second

It's basically saying you can't have aftermarket exhaust that doesn't meet the requirements they specify.

Not that you can't have it at all.

i ask this because last friday i was in my friend's car and got pulled over for having a modified exhaust. the cop blatantly said "you can't modify your exhaust at all" he didn't ticket us, just told us that

That is not true. In CA it can be modified but it (the part) must have been approved by the California Air Resourses Board (CARB) and carry their sticker. I believe the sticker goes under the hood where a smog tech can easily see it.
