This is what happens when you enforce hardcore prohibition. Cheap, untested, unsafe chemicals flood the market when the safer and more studied alternatives (for some, this is a "relative" statement) are locked away in the underground and cause excessive jail time if sales are busted or you are found to be in the possession of them.
