um, this is extremely common and easy to fix.

go change the character encoding to Western/English.

really? 😕 in my memory even with the encoding set to another language, english still appears as english
 
im using ie 6 xp pro sp2. under tools -> internet options -> languages: i have only one thing and that is english.
