I sold my old video card on ebay back in June or so. I left feedback shortly after he received the item but he hadn't left feedback for me as of today. I sent him a message asking if he could please leave feedback.

this is his reply.

"Sure no problem. Sorry I didn't leave any before. I wanted to wait until I purchased my other computer parts before leaving any. It works great by the way."

If he already knows it works great, why wouldn't he leave feedback!?!?!?? My auction stated that the card was as-is and i would not do a return or refund, hoping to curb scam behavior.

Maybe he was waiting until he built his new computer to test it, as he mentioned, but by the time this happened he forgot about it. You're assuming he tested it when he got it, rather than later after he made other purchases and built the whole thing (and forgot about you).

The whole feedback system on ebay is virtually meaningless anyway. Everyone's so afraid of retaliatory feedback that everyone leaves good feedback regardless of how the transaction actually occurred. Well, almost everyone. And, until Ebay starts caring, and helping people get retaliatory feedback removed, it's not going to change.

Yep. You leave a complaint about a buyer who has actually scammed you and they come back with a defamatory lie about you to counter it.

he was waiting until he could test/use the card, and in the process of waiting he forgot to leave feedback.

Um, yes, I did read the thread. Do you actually read the responses or just continue to whine about this great injustice done to you? Maybe you could call your local news "problem solvers" investigative team to get to the bottom of this one.
