WTF? - Temporary Internet Files that Won't Delete

One is from a Windows file, URL: http://dnr.state.il.uc/lands/lan and, after that last "n" on the URL there are a couple of characters that I don't recognize...looks like a thick vertical line and some odd looking zeros or "o's" The label on this one is made up of only the unfamiliar characters that I describe above.

The other is an Explorer file that is labled, "radio_data," and the URL is: http://chat.msn.com/radio/radio_

PLUS, I seem to be unable - for some reason - to delete all my "temporary Internet files" now. I had deleted all but the two mentioned above but, as I was posting this message, the re-appeared.

WTF? I am somewhat perplexed and bumfuzzled.

Suggestions?
 
I had this happen once. I had to boot into DOS(assuming you're not on NT/2000) and delete them there.

c:\windows>deltree tempor~1

Deletes the temporary internet files folder. IE will recreate the folder.
