I feel bad for you, OP, because these things are a huge timesuck to resolve.

Everyone loves Paypal... until they don't.

No matter what they tell you about how well you are protected...it's your own actual money.

Never.
If it's US you're protected. But it can take a couple days to be refunded. Not to say I wouldn't always use credit, just for different reasons.

I think the bigger problem here is that the OP uses weak passwords (nobody "HACKED!" anything, your password was just simple to guess) and terrible typing skills.

I believe he is trying to help you. You should be appreciative given that your OP and subsequent posts have been unbelievably unclear. Not trying to attack you..

And even though you didn't use your Paypal balance(800+), you still used Paypal for the transaction.

I still don't understand why knowing that your Paypal account can't be used (under investigation/hold/etc) you still insist on buying stuff on eBay (and use Paypal for payment, regardless of where the money comes from).

Just get an AMEX and put everything through there. Those guys build an effing fortress around your funds.
