The catalytic converter has nothing to do with failing NOX in this case, if the catalytic converter was bad, his carbon monoxide would be through the roof as well, it's the damn EGR valve people.

Oh yeah..by cycle he meant driving the car slow, fast, accelerating and then shutting down the engine.
