Meh, my HS was spread out and didn't allow bags. It was just a matter of planning ahead and carrying the books for 2 or 3 classes at a time so that you only needed to stop at your locker 2-3 times a day instead of between every class. You'd just time it so you switched books when your normal walk to the next class took you close to your locker.

EDIT: Granted, we had 5 minutes between classes. It's insane that schools are shortening the time to anything less than that. It's not like the extra few minutes from compressing that time is really going to be useful in a school day.

eh, I don't think I ever used my bag in between classes. My locker was always on my way to classes. I planned my classes that way, so I would only have to carry one thing at a time. Made life easy. and NO BAGS TO WORRY ABOUT!!! YAY!!!

IMO, it has nothing to do with the ghetto, and largely to do with various events (particularly Columbine's) having huge influence and still affecting school policies. I was a freshman in college when Columbine happened. But my mom still received the school newsletter. Almost immediately, backpacks, long coats and "black outfits" (like black metal band shirts with black jeans and boots) were banned at my old highschoo, among other thingsl.

Eventually some of those policies were repealed (like the black outfits one), but I'm not sure about the others. Knee-jerk reactions FTL.

Any high school with a gang problem or in a less-than-nice area already does this...

At my school there wasn't enough time to go to your locker between classes unless your locker was right next to your next class.
 
My school made this rule after several bomb threats (small school too, my class was about 140 people). Of course, nobody followed it as it's absolutely retarded.
