WTF is this sound my car is making?

The car: 1998 Ford Contour SVT

There is a medium pitch hum that comes and goes. It is quite loud - at least as loud as the engine noise. It does not change with the RPM. It does not start/stop with the clutch pedal moving in/out. It lasts about 5-10 seconds and then fades away. It just happens periodically when driving around.

It's apparently a common problem called "moosing" I am trying to figure out how to fix it.

The IAC are a pain to change on these engines, but it is the solution to your problem.
