WTF is this popup?? Have you gotten it? (pics)

Recently i have been getting this popup, can anyone explain it..
i ran spybot and i got rid of everything. stilll pops up, also i have most updated vscan and ran it.

does anyone else ever get this?

this box comes up every approx 30 minutes.
