Illegal? No. Against 'Health Code'? Yes.

The local police aren't gonna come bustin' down their doors. Though the health department can have them legally suspended or shut down, likely they'd just put them on probation until they got their bathroom management up to par.

I would have taken a leak outside. When I start drinking beer, it's kind of a necessity to have a rest room close by. You were much to kind to go to the restroom in the grocery story. If anything, you should have told Applebees that you were not paying for the check because they provided awful service - by not providing sufficient rest rooms.

Then ... you could have gone over to the juke box and put on "Piss on the Wall" by J. Geils Band. ;)

Because most states require restaurants to have restrooms.
I'm sure it varies by state, but I think in Oregon, the rule is that if you have seating available, you have to have a restroom available for customers. When I was working at a Little Caesars years ago, we had a few tables and chairs and we ended up having to remove them because we didn't have a restroom for customers.
