WTF.. I get a call saying.

I didnt pick up let the answerer pickup..

It said something like "Hi this is Mary, it is very imporatnt for me to speak to you, please call me at 800.xyz.abcd... then continue about please call xyz.. "

First she didnt state "Which company" which leads me to think who this could be.
Could 800 numbers be charge lines?

Yes, 800 numbers are not neccisarily toll free. I remember reading that a few higher end (to me at least) clothing stores had 800 numbers in thier catalogs that weren't toll free.

Sounds like a bill collector---800, 888, 877, and soon to be 866 and 855 are always toll-free numbers, BTW

Read this from the FTC explaining how in some cases there could be charges associated with 800/888/etc calls.

It basically says you could only be charged if you have agreed in advance to the charge, or agree during the call to pay a fee.

You can be charged for 800 numbers, not exactly sure how it works but you're line can be transfured to some number in cambodia or sothing and end up with a phonebill in the thousands.
