You can rest assurred that if there is a forum change it will be noted in Forum Issues. Oddly enough, that's where we put topics about issues with the forum.
The thread was crap to begin with.

What's the big deal?

I think it's pretty cool. It doesen't effect the workability of the forums, there's just extra tabs at the top now.

With all of the lost functionality, I'd call it a downgrade.

It looks like cartoon network.

You can't sort threads in reverse order.

No navigation button at the bottom.

Annoying blue line between posts takes up unnecessary room.

Can't sort threads on home page that you have posted in by the date you posted in them.

edit/ the popup box for replying is too small and is annoying.

there aren't as many options for text size as there used to be. Yes, there is a work around for this one but why should I have to change IE options to get what was in the old version?
