Not all mobo manfacturers follwed the AGP spec and only supply a 5 volt supply. The 3.3 volt "connection" was never put on the motherboard.
Irony is that Intel I think it was made a chipset of violating the AGP spec, whcih they wrote. Something along these linesthough. Whoever was responsible for the AGP spec, made some mobo's without followign hte AGP spec. Laughable ...
