Writable Encrypted Folders?

Is it possible to make a folder writable but also encrypted, such that a program could use the folder but a user would need a password? I'm mainly talking about turning Firefox's and IE's folders encrypted, but I don't know if this is possible or not.
 
Windows XP and 2000 have built-in file encryption that does a very good job; however it's based on your login (so when you log into the system you get access to those files).

If you want to password protect the individual folders outside of this functionality you would need a 3rd party application.

In general, you can't "encrypt" a folder, since there's no data, it's just a folder. There are ways to mark a folder "encrypted", such that any data (files) written to the folder become encrypted.

I use Truecrypt. Very good program. Seems to work as well or better than others I have tried and it's free.

However it works at the volume level, not on folders, and you need to mount a volume before you can access whatever is in it.
