Amazing that the reporter managed to get through the hiring process, academy, and actually get on duty as a PC without being discovered. What he discovered is truly sickening. The police forces in question appear to be fundamentally and institutionally racist.

I didn't read the article but there is an inherent tension between the concept of "law" and the concept of "order." The overwhelming majority of policemen (and police women too) come down on the side of order. Law is a nice added touch when it's convenient. There is a ton of literature in sociology about creating in groups and the resulting "us" and "them" mentality. But when you give people a job shoveling garbage, it's not surprising when the consider most of the stuff they deal with to be garbage.
