Here in the United States of America we have, to a great extent lost our ability to use our language effecively and correctly--mostly due to our being intellectually lazy.
No person is illegal.
A person can have entered illegaly into another country (presumably based on that countries laws).
"Illegal aliens" is just a shorthand (read:Lazy) way of missusing the English language.
You can enter a country illegaly, you can stay in a country illegaly (e.g. migrant workers in the USA, US forces in Iraq) but you cannot be in any strict grammatical sense an "illegal"
