Any government strong enough to control breeding could probably figure out what genes don't go well with each other.
 
I've always been in favor of parental licenses/birth licenses/whatever. M4H's idea is very good though... rather than applying for one, like i would have thought.

If only people with good genes could do the nasty then I'd never be allowed to do the nasty, so I'll have to vote no.

and you can't really predict what would result from such selective breeding. and i don't think traits (or lack of) exhibited by the parents is always reflected in the child.

just have a one child policy like china. it's a litle fascist but it's also equality heh

Who is to decide what a "favorable trait" is? You make it sound like you want to breed only blue eyed people or something.
