Maybe, but 150 isn't 90. The CPU block is ok, along with the radiator and reservoir. The only component I would be suspicious about would be the pump, which looks a bit dinky. For leaking, if you really want to avoid it, buy a tube of clear silicone-based waterproof caulk, and apply it around the fittings on the res and maybe rad. Double-check all the fittings before putting in water, then run it for a couple of minutes with a towel in one hand and the other on the PSU on/off switch. Some people seem to always disagree with the first post, no matter what it is. Therlmaltake and water cooling is a lot like Sony and TVs. They have great publicity and a few great products, but largely just OK stuff. But TT has always made decent quality stuff, so don't worry too much about that.
