would you consider buying a car 30% below bluebook?

I'm getting ready to buy a new used car ~98, and as I'm pricing out the various models, I consistantly see ads for cars that are substantially below bluebook and even what is apparently market value. I haven't test driven anything, though I did make a few calls just to see how stupid the owners were, and I haven't been able to really figure it out.

Is it smart to look for these kind of bargains, or do you really "get what you pay for"?
 
in truth I think KBB is a little overpriced in everything. At least I know I'd feel bad buying a car at bluebook. I got the maxima a good bit less and i think you almost always can.
