The cheapest DX9 capable card I get is the XFX here in argentina, it has 128 bits, 128 DDR. But I´m not sure about the XFX brand... is it so bad?

No, the brand isn't bad. The entire FX5200 line is.
If you want any manner of performance, get at least the new FX5600 Ultra. A Radeon 9500 is cheaper.
If you just want a cheapo card though, the FX5200 isn't terrible. It's certainly a step up from an MX-series.

Think about it. What do you need DX9 for anyway. AFAIK no games that require that are out yet or in the next couple months.
