Not sure I like the embedded solution. Once that happens, robbery would mean someone carving out the rfid out of whereever the government decided yours should go.

You're going to leave your arm behind? I'm assuming it would be some sort of embedded RFID chip or something. Also, I don't believe there's anything that's guaranteed to be unbeatable. Or rather, there may be a guarantee, but that doesn't mean that it's absolutely impossible to beat the system - just that it may take a lonnnnng time before someone figures out how to beat it.
