Would two 16GB RAM(total 32 gb) 2666 MHz CL19 be an upgrade over my two 8GB RAM 3200 MHz CL22?

Probably not except in a few memory hungry games like The Last of Us, Part 1. But maybe you can try to OC to DDR4-3200 speed?
