Would this external battery, jerry-rigged setup, charge my MBP safely?

No native support for Apple, because Apple does not license the magsafe adaptor. There are variable power settings for DC output, but I do not believe one matches the MBP:Retina *exactly* - though 3.5A or 19V is very close I believe

Anyway, I need longer battery life on long international flights and many do not have power outlets on the plane. I am looking for a safe way to keep the laptop powered. Any help appreciated! Obviously I don't want to fry something...

I don't see why that wouldn't work as long as the car charger itself works. Once you're at the other end of the car charger, you've got just plain on 12V DC with no special signalling. It can't tell if you're plugged into a car, bench PSU, or anything else with a 12V output.
