As far as lag goes, it all depends on how much the server is being slammed. I've heard, due to the popularity of "W.O.W", they have been having lag issues. I have a friend who gets 3Mb down on cable and he has been bumped quite a few times.

If you plan to spend more than $100 I would highly recommend you go with a 6600GT, the performance difference between a 9600pro/6600gt is pretty incredible. (you can find PCI-E 6600GT's for ~$160 and AGP's for $180>)
