Question Would this be possible power a external portable drive by usb and connect it by usb to micro connection to my iPad ?

To get a normal Portable external hard drive, connect it to a normal iPad 5th generation, but power it through usb on a portable battery or a car outlet usb ? At the same time having it connected to said iPad so you can access the files ?

Yeah, you can either use a Powered USB Hub, or you can use one of those Data / Power USB Splitter cables. Either way, you can connect it to an iPad that has the Lightning to USB 3 Camera Adapter to get an external drive to work. Just make sure it's configured to exFAT.

That said, if you're just wanting to use an external 2.5" disk, you may be fine with just the Lightning to USB 3 Camera Adapter. The adapter comes with a lightning port to pass through power, so if you can connect it to a solid 12 watt charger, you may find yourself able to just use the adapter.
