Would this be considered illegal?

Lets say I take parts of movies and make a clip out of them, sorta like a trailer but not really. Would be for public non-profit viewing. Is that considered illegal in Canada? I know public viewing of Movies as a whole is, but not sure if a custom made movie using certain parts is.

I'd probably put it on youtube as well, so want to ensure its legal.

looking at the fair use factors, I would say it would be ok:

1. its a non commercial use (biggest factor)
2. doesn't cannabilize the market the work was targeted at.
3. only a small, non sequential portion used.

You can cut out 30 sec of copyrighted material (song, movie, whatever) without any problems in the US.

You are basing this on what, exactly?

Also, OP would need to check if Canada copyright law has provision for Fair Use.

Pretty sure there's a fair use law, just not sure how exactly it works, like how much time I can use, and if it needs to constitute less then NN% of my video, or what not.
