Would the following retail practice bother you?

Yeah it would bother me, possibly to the point of not buying the tv. I trust the company itself but not the snotnose making the imprint of the card. Plus it's the 21st century, figure out some better method.

I've purchased tons from NCIX and the guys always ask for my CC and DL on every internet order placed even though most of them know me by now.

I've never had an issue with it.

Evidently there was an issue we had some time back with people disputing that they pickup up stuff they already had.

So they come in and pickup their order then later claim they never picked it up? Don't they have to sign for the pickup? Is that not good enough (print and sign name?)?

And people picking up other people's orders. This is proof that we have seen the card and it was present when the item was picked up.

See above.

Are you saying you need more than a printed and signed name?

Are these all company purchases, individuals or both?

This is what I was thinking. When you pick up something you have to sign for it, probably have to show some ID if you aren't a regular customer with an account in good standing.

see... on VISA's own page it says the following:
Request a signature. Ask the cardholder to sign the card and provide current government identification, such as a driver's license or passport (if local law permits).

I know some states have the following laws (this is from Indiana):

Credit-Card Signature: Usually all the ID Needed
"When you pay for merchandise with a Visa card, MasterCard, or
American Express any store that accepts these cards should accept
yours too, no questions asked. It's part of the deal that merchants
agree to when they become participating members. They must check your signature and the card - electronically or by telephone - to be sure
it's valid. Once the answer comes up yes, they can to ahead and
charge. They can't ask you for any further identification - not a
license plate number, Social Security number, proof of address, phone number, or picture ID."

Canada of course may be different... but why risk losing your ability to take credit cards?

I think they can get around this by saying the checking ID part is for the order pickup process, separate from the payment part.

Personally it would bother me. I don't really want my card on file (be it paper or whatever) anywhere it doesn't need to be, it's just a personal preference.

You are correct, MC/Visa does stipulate that the merchant can require ID as part of payment if the situation would require it for other payment types, i.e. Alcohol Sales, Pickup, or any other situation ID is required to complete transaction.

The Checking ID thing may be allowed in general due to the new credit card reform. I heard part of it was guaranteeing merchants the right to ask for ID, but I don't know this for sure.
