To use a cell phone to drive another device and to use the cell phones internet connection to continuously transmit data to a land line based computer while the land based computer controls the device the cell phone is connected to?

I would go the other way around, control the device with the cell by dialing it from another cell or a land line. That way your bomb is more portable.

Our companies Proof Of Delivery system uses that sort of arrangement. more or less.

< uses a Treo running a barcode scanner, signature on screen, Camera for still photos of delivery left @ door, with near instantaneous email of Proof of Delivery through Sprint.
Cell phone works, as I get incoming junk calls from time to time. Company only allows 911 calls with no charge.
Also uses a separate handheld PTT Motorola for voice communications w/ disp[atch.

It's possible it's against your terms of service but I don't think your cell phone will actually do anything about it or even have a clue what you're doing.
